How do CE and Ex certifications relate for telephones?

Many buyers mistakenly treat "CE" and "ATEX" as two separate, unrelated requirements. In reality, they are part of the same legal structure. If you buy a telephone that has an ATEX certificate but lacks a valid CE mark (and the underlying EMC/LVD compliance), that device is illegal to sell or use in the European Union, regardless of how "explosion-proof" it is.

The CE mark is the "umbrella" symbol that declares a product meets all applicable EU directives. For an industrial telephone, this means the CE mark represents compliance with at least three distinct directives: ATEX (Explosion Safety), LVD (Electrical Safety), and EMC (Electromagnetic Compatibility). You cannot have a valid CE mark on a hazardous area phone without satisfying all three.

Certification Passport Kit

The "Passport" Analogy

Think of the CE Mark 1 as a passport. It allows the product to travel freely within the European Economic Area.

Think of ATEX, EMC, and LVD as specific "visas" stamped inside that passport.

  • Without the "Explosion Protection Visa" (ATEX), the phone can’t enter a hazardous zone.
  • Without the "Electrical Safety Visa" (LVD), it can’t enter the market at all because it might electrocute someone.
  • The CE mark on the back of the phone is the cover of the passport that says "I have all the necessary visas."

Does CE cover safety/EMC while ATEX covers explosion risk?

Yes, but it’s important to understand that "CE" itself isn’t a test; it’s a declaration. It aggregates the results of multiple specific testing directives.

The CE mark covers general electrical safety through the Low Voltage Directive (LVD) and interference through the EMC Directive. The ATEX Directive specifically adds the explosion protection layer. A compliant explosion-proof telephone must pass separate tests for all three to wear the single CE badge.

The Trinity of Compliance

When DJSlink certifies a new model, we don’t just blow it up (ATEX). We also have to zap it (EMC) and stress it (LVD).

Directive Abbreviation Purpose Typical Standard
Explosion Protection ATEX 2 (2014/34/EU) Prevents ignition of gas/dust. EN 60079 series
Electrical Safety LVD 3 (2014/35/EU) Prevents shock and fire hazards. EN 62368-1
Electromagnetic Comp. EMC 4 (2014/30/EU) Prevents radio interference. EN 55032 / 55035
Hazardous Substances RoHS 5 (2011/65/EU) Limits lead, mercury, etc. EN IEC 63000

Critical Insight: A common failure mode for cheap "explosion-proof" imports is that they pass the explosion test (thick metal casing) but fail the EMC test (noisy electronics inside). If a phone interferes with your plant’s control radios, it is non-compliant, even if it doesn’t explode.

Are DoC, EU-Type Examination, and CE marking all required?

You cannot choose just one. They are three steps in a mandatory legal sequence. Missing any one of them renders the product "illegal" in the eyes of an inspector.

Yes, all three are mandatory. The "EU-Type Examination Certificate" is the third-party proof from a Notified Body (required for Zone 1). The "Declaration of Conformity" (DoC) is the manufacturer’s legal oath linking all certificates. The "CE Mark" is the final visual label applied to the product itself.

ATEX Certification Flow

The Compliance Chain

  1. The Evidence (EU-Type Examination Certificate):

    • Issued by a Notified Body 6 (e.g., TUV, SGS).
    • Proves the design is safe for hazardous areas.
    • Note: For Zone 2 (Category 3), a "Type Exam" isn’t always strictly required from a Notified Body; a voluntary one or internal report can suffice, but for Zone 1 (Category 2), it is non-negotiable.
  2. The Promise (Declaration of Conformity – DoC):

    • Issued by the Manufacturer (DJSlink).
    • This is the single most important document for customs and liability.
    • It lists every directive the product meets (ATEX + LVD + EMC + RoHS).
    • By signing this, the CEO takes personal legal responsibility.
  3. The Label (CE Mark):

    • Applied to the device.
    • Must be at least 5mm high.
    • For ATEX equipment, it must be followed by the Notified Body number (e.g., CE 0123).

What standards appear on the CE declaration?

A generic DoC that simply says "We comply with CE" is worthless. The document must list the specific "Harmonized Standards" used to prove compliance. This is your checklist to verify the product isn’t using outdated rules.

The Declaration of Conformity must explicitly list the EN standards for each directive. For a modern VoIP Ex telephone, you should see EN 60079-0 and EN 60079-1 (ATEX), EN 62368-1 (Safety/LVD), and EN 55032/55035 (EMC). If it lists old standards like EN 60950, the declaration may be invalid.

How to Audit a DoC

When you receive the paperwork for a DJSlink phone, look for these codes. If they are missing or outdated, reject the shipment.

  • ATEX Standards (The "Ex" Part):

    • EN IEC 60079-0:2018 (General Requirements)
    • EN 60079-1:2014 (Flameproof "d") or EN 60079-11 (Intrinsic Safety "i")
  • LVD Standards (The "Safety" Part):

    • EN 62368-1:2020 (Audio/video, information and communication technology equipment). Note: This replaced the old EN 60950 7.
  • EMC Standards (The "Noise" Part):

    • EN 55032 (Emissions)
    • EN 55035 (Immunity)

Is UKCA needed for UK projects?

Since Brexit, the rules for the UK market have been in flux. While the UK introduced its own "UKCA" mark to replace CE, the government has recently softened its stance to prevent business disruption.

Legally, the UK government has announced that CE marking will be recognized indefinitely for most goods, including ATEX equipment. However, the "UKCA" mark (under the UKEX scheme) is the correct domestic standard. For future-proofing and strict local compliance, we recommend requesting products with dual CE/UKCA labeling.

Ex Certification Nameplate

The Current Reality for UK Buyers

  • The "Indefinite" Rule: As of late 2024, the UK government stated that they will continue to accept the CE mark for ATEX equipment. You do not strictly need a UKCA mark 8 to import the goods today.

  • The Best Practice: Despite the indefinite extension, many major UK infrastructure projects (like Hinkley Point C or North Sea platforms) write "UKCA compliance" into their internal tenders to be safe.

  • DJSlink Strategy: We apply both. It costs us little to add the UKCA logo and reference the UK Statutory Instruments (e.g., SI 2016 No. 1107) in our DoC, ensuring our clients are covered regardless of political shifts.

Conclusion

The CE mark is not a single test but a declaration of total compliance. For an explosion-proof telephone, it guarantees that the device won’t explode (ATEX), won’t electrocute you (LVD), and won’t crash your network (EMC). Always verify that the Declaration of Conformity lists the specific EN standards for all three aspects, not just the explosion protection. And for the UK, while CE is accepted, a dual CE/UKCA label is the hallmark of a future-proof manufacturer.

Footnotes

  1. The CE mark indicates that a product has been assessed by the manufacturer and deemed to meet EU safety, health and environmental protection requirements.

  2. ATEX consists of two EU directives describing what equipment and work space is allowed in an environment with an explosive atmosphere.

  3. The Low Voltage Directive (LVD) covers health and safety risks on electrical equipment operating with an input or output voltage of between 50 and 1000 V for alternating current and 75 and 1500 V for direct current.

  4. The Electromagnetic Compatibility (EMC) Directive ensures that electrical and electronic equipment does not generate, or is not affected by, electromagnetic disturbance.

  5. The Restriction of Hazardous Substances Directive restricts the use of certain hazardous substances in electrical and electronic equipment.

  6. NANDO (New Approach Notified and Designated Organisations) Information System is a database of notified bodies.

  7. IECEx Marking Guide providing details on markings and standards.
